The powerful status of being a country that holds and develops nuclear tests cannot be understated.
In contemporary times there are arguments (and finance) to extend the nuclear weapons and testing programs into the realms of outer space.

3. Which organisations regulate, check, licence and agree on the use of nuclear tests internationally? Does everyone and all countries comply with the rules? Give examples.
